Financial Summary
The following summary is derived from the government-wide Statement of Activities reported on pages 21-22 in the City’s fiscal year 2022 Annual Comprehensive Financial Report (ACFR). The government-wide Statement of Activities reports results using the accrual basis of accounting. Revenues are recorded when earned and expenses are recorded when a liability is incurred, regardless of the timing of related cash flows. Property taxes are recognized as revenues in the year for which they are levied. The numbers below do not include component units.
The per capita figures are based on the City’s 2022 estimated population of 25,162.

Full Time Employees (FTE) by fiscal year
In accordance with Texas Government Code, Section 2052.103, all state agencies and higher education institutions are required to submit quarterly reports of full-time equivalent (FTE) positions, employee headcounts, and information on their management-to-staff ratios to the State Auditor’s Office’s FTE System.
