Primary Objective

To provide quality emergency medical services to the citizens of Kerrville and Kerr County in a timely and efficient manner.

The EMS Administrator is responsible for management of the Kerrville Fire Department EMS Division and the Kerr County First Responder Program. Other duties and responsibilities include:

  • Ensure compliance with local, state and federal regulations.
  • Liaison to the Medical Director to ensure high quality patient care.
  • Develop and administer quality assurance programs to include the Field Training Officers, recruit training, paramedic probation and continuing education.
  • Supervisor of the EMS billing to include ePCR software management, billing agency and collection agency.
  • Prepare and manage the EMS budget for expenditures and revenues.
  • Research opportunities for grants and other revenue opportunities.
  • Ensure equipment is operating correctly and coordinate the preventative maintenance program.
  • Asset and equipment replacement plan and medical inventory control program.
  • Research and manage the replacement and remount of ambulances.
  • Prepare and review response reports, billing reports, budget reports, etc..
  • Develop and manage the infection control program and liaison with regional infection control nurse.
  • Develop and manage the HIPAA program.
  • Develop and manage the dispatch protocols, medical protocols, infection control protocols and EMS Standard Operating Guidelines.
  • Administer the medical continuing education program for web-based, in-house, and AHA certifications.
  • Respond to high acuity emergency calls and Mass Casualty Incidents.
  • Liaison with local and regional hospitals, nursing homes, and other medical facilities.
  • Represent the City of Kerrville and participate in the local and regional meetings
